The country’s weather bureau, PAGASA reported on their 5:00 PM weather advisory that there are five provinces placed under Signal No. 1 as the second tropical depression “Bagyong Basyang” moved closer to the Philippine Area of Responsibility on Thursday afternoon, January 30, 2014.

According to PAGASA, the Tropical Depression Basyang may make landfall on Friday evening or early Saturday morning. PAGASA reported that Bagyong Basyang was spotted 1,108 kilometers East of Hinatuan, Surigao del Sur with maximum sustained winds of 55 kilometers per hour near the center. It was forecast o move west at 30 kph.
Listed below are the Provinces that are Under Signal No. 1, (winds of 30-60 kph is expected within the next 36 hours), as estimated by PAGASA.

- Surigao del Norte including Siargao Island,
- Surigao del Sur
- Dinagat Province
- Misamis Oriental
- Southern Leyte
PAGASA warned residents living in the areas under Signal No. 1 of possible flash floods and landslides. The Tropical Storm Basyang is the second typhoon that will enter the Philippine Area of Responsibility after the much-hyped Tropical Storm Agaton which caused panicked online after a hoaxed report surfaced online that the typhoon was dubbed as Yolanda Part 2.
Aside from the warning given by PAGASA, the Philippine Coast Guard Public also reminded that public that sea travel for commercial shipping lines is prohibited when a public storm warning signal is hoisted along specific areas affected by a typhoon.
The Coast Guard already issued a memo that if shipping vessel was caught by public storm warning in the middle of the sea, it should take shelter immediately and not risk the lives of their p(–foul word(s) removed–)engers.
The celebrations of the Chinese New Year 2014 could be affected in some areas of Visayas and Mindanao as Bagyong Basyang is set to arrive on Friday and Saturday.
