Names “Dela Rosa” and “Aguirre” Stated in Briefer of ICC Charges against Duterte
“Dela Rosa” and “Aguirre” were mentioned in the briefer of the International Criminal Court (ICC) charges against former President Rodrigo Roa Duterte.
Former Pres. Duterte is under the custody of the ICC for six (6) months now. He is faced with an allegation of crimes against humanity. Initially, the confirmation of charges hearing of the case filed against him was set on September 23 but it was postponed by the court.

The ICC ruled to postpone the confirmation of charges hearing against former Pres. Rodrigo Duterte after his lawyer claimed that he is “not fit to stand trial”. According to Nicholas Kaufman, the former President is suffering from a ‘cognitive impairment’.
Kaufman claimed that the former President is allegedly unable to remember places, events, and even members of his family. According to the British-Israeli Lawyer who is Duterte’s lead counsel, the former President’s cognitive condition will allegedly either remain static or deteriorate further even with a medical condition.

Former Pres. Rodrigo Duterte’s lawyer appealed to the ICC to adjourn all legal proceedings indefinitely. On the supposed confirmation of charges hearing schedule, the ICC bared the charges filed by the prosecution against the former President.
Former Pres. Rodrigo Duterte is charged with three (3) counts of murder before the ICC. The alleged “crimes against humanity” is supposedly committed during the periods when he was still mayor of Davao City and when he was president. Based on a report on GMA News, the heavily redacted briefer on the charges filed against the former President mentioned the names “Dela Rosa” and “Aguirre”.

Based on the report, the first names of “Dela Rosa” and “Aguirre” were not mentioned in the briefer of ICC charges against former Pres. Rodrigo Duterte but it was mentioned that “Dela Rosa” was “PNP Chief” during Duterte’s presidential term.

Sen. Bato dela Rosa was the first chief of the Philippine National Police during the presidential term of former Pres. Rodrigo Duterte. The now-Senator claimed several times that he is allegedly the number two (2) in the list of people that the ICC wants to arrest.
“[Redacted] Dela Rosa promised that they would ‘immediately’ implement a ‘scaled up’ version of the Davao model: ‘If someone fights back, they’ll die. If nobody fights back, we’ll make them fight back’. ‘Produce blood. Instill fear’,” the ICC briefer read.

Based on the report, with regards to “Aguirre”, it was mentioned in the ICC briefer of the charges against Duterte that “[redacted] Aguirre said the new administration’s ‘programme’ was ‘to do everything to stop drugs, crimes, and corruption'”. Under the previous administration, the chief of the Department of Justice was Atty. Vitaliano Aguirre.
Amid the disclosure of the ICC charges filed against Duterte, former Senator Leila de Lima stressed that the former President “did not lack warnings and advice”. De Lima who is now a member of the House of Representatives representing the Mamamayang Liberal Partylist was a staunch critic of the Duterte administration.
