MMDA Traffic Enforcer Surrenders After Counterflow Incident on EDSA Busway
The Metropolitan Manila Development Authority MMDA traffic enforcer has surrendered after a counterflow incident on the EDSA Busway.
On July 20, 2026, the traffic enforcer reported to the MMDA office in Pasig City and identified himself as Jeffrey Tablan. According to the agency, he admitted that he had consumed alcohol before the incident occurred.
Tablan explained that he was rushing home after receiving an urgent call from his wife regarding their child, who was reportedly experiencing difficulty breathing due to heart condition.
He decided to take a shortcut that led to the traffic violation for believing that it was an emergency.
The longtime traffic enforcer also expressed regret over his actions and apologized to the public. He stated that he was prepared to accept whatever decision the agency would make regarding the case.
As part of the ongoing investigation, the MMDA issued a show cause order requiring Tablan to explain within 72 hours why he should not face administrative sanctions. The agency is now reviewing the circumstances surrounding the incident before making a final decision.
MMDA General Manager Nicolas Torre III stressed that traffic rules must be followed by everyone, especially those tasked with enforcing them. He emphasized that the agency does not tolerate violations committed by its personnel and will take appropriate action when necessary.
The MMDA enforcer may face a charge of grave misconduct. If found liable, the offense could lead to his dismissal from government service, although he still has the right to appeal against any decision.
Tablan has been assigned to the Central Traffic Enforcement District 1 and has served as an MMDA traffic enforcer for more than 22 years.
