Students Burst Into Tears After Scholarship Proposal Rejected During Recent Session of Cebu City Council
Several students were seen in tears during the Cebu City Council’s regular session after the scholarship program was rejected.
On the Facebook page of Alvin B. Arcilla – Sugbuanon, a video was shared showing several students crying after the scholarship program was not approved. The post quickly went viral and garnered various reactions online.
In the video, several students were seen in tears after a scholarship proposal was turned down during a recent session of the Cebu City Council on Tuesday, April 14, 2026. The emotional moment happened after council members voted against the accreditation of ACTIEF Pit-os Campus for the city’s scholarship program.

Many of the students had been waiting for months, hoping the program would be approved and give them a chance to continue their education. Some broke down and cried inside the session hall when the final decision was announced.
The council’s decision came after a close vote, with eight members opposing the proposal and seven supporting it. The resolution aimed to allow the city government, under Mayor Nestor Archival, to enter into an agreement with ACTIEF so the school could accept city scholars.
The proposal was strongly supported by Councilor Alvin Arcilla, who pushed for it to help senior high school graduates from mountain barangays.

However, several councilors raised concerns about the accreditation. They questioned possible conflicts of interest and mentioned issues related to irregularities. Despite the school presenting documents and explaining its side during meetings, it was not enough to secure approval.

For many students, the decision felt like a lost opportunity. The scholarship could have opened doors for a better future, especially for those with limited financial means. Many people shared messages of support, hoping that other opportunities will still come their way.
