Senator Bato Dela Rosa has topped the list of “poorly performing” senators based on a survey amid his ICI controversy.

Since November 11, 2025, Senator Bato Dela Rosa has been absent from the Senate, but despite this, he is still a senator and still paid. This was prompted after Ombudsman Jesus Crispin “Boying” Remulla confirmed that the International Criminal Court (ICC) issued an arrest warrant against him.

Dela Rosa was identified as a co-perpetrator by the ICC related to the case of former President Rodrigo Duterte in connection with the previous administration’s controversial anti-drug campaign.

He was officially mentioned in an ICC document dated February 14, 2026, as one of the “indirect co-perpetrators.” As of writing, however, the supposed warrant against Dela Rosa is unconfirmed, and the senator remains in hiding.

Amid the controversy surrounding Dela Rosa, a recent survey emerged. The survey presented a list of senators and their corresponding percentage ratings, showing their current standing among the respondents. This also ultimately shows that accountability and integrity are crucial in public service.
