Amid the Ongoing Call for Accountability, ICI Winds Down Flood Control Probe
ICI – The Independent Commission for Infrastructure turned over the flood control investigation documents to the Department of Justice (DOJ).
Earlier this month, the Independent Commission for Infrastructure which was created amid the flood control mess in the Philippines announced that it is winding down its operations. The three-member body is led by former Justice Andres Reyes Jr. and the two (2) members, Rogelio Singson and Rosanna Fajardo, have resigned in December 2025.

The Independent Commission for Infrastructure or ICI was formed upon the order of Pres. Bongbong Marcos. It has invited several government officials tagged in the flood control mess to its probe.
Former House Speaker Martin Romualdez was one of the government officials who were invited by the ICI to its flood control probe. The Leyte Congressman who stepped down from the House leadership amid the accusations against him graced the investigation and assured to extend any help he can.

Senators Chiz Escudero and Joel Villanueva, contractors Curlee and Sarah Discaya, former Sen. Grace Poe, and presidential son and Ilocos Norte Cong. Sandro Marcos are among the other government officials who appeared before the independent committee.
In December 2025, Ombudsman Boying Remulla claimed that the ICI flood control investigation will end soon citing that the commission is not forever. The fate of the independent commission was started to be questioned following the resignation of Singson and Fajardo.

Previously, the ICI submitted a 125-day report to Pres. Bongbong Marcos. It listed the following achievements:
- Nine referrals, covering 65 implicated individuals, submitted to the Ombudsman, one of which was made with the Department of Public Works and Highways
- 66 individuals referred to the Department of Justice for the issuance of Immigration Lookout Bulletin Orders (ILBOs)
- 32 hearings covering 36 witnesses, including 20 legislators and five agency heads
- 16 site inspections nationwide
- 1,173 documents processed
- 6,692 bank accounts of implicated individuals frozen or subjected to freeze orders
- P24.7 billion worth of assets seized, preserved, frozen or surrendered, according to the Anti-Money Laundering Council. This includes 229 vehicles, 394 insurance policies, 161 real properties, 16 e-wallet accounts and 10 air assets
- Eight inter-agency coordination meetings conducted and six legislative sessions attended
- Three hearings livestreamed
Over a week ago, ICI chairman Andres Reyes Jr. announced that the commission will wind down its operation. Following his announcement, the ICI submitted two(2) trucks of flood control documents to the Ombudsman.

Based on a report on Inquirer, the Independent Commission for Infrastructure recently turned over the flood control investigation documents to the Department of Justice. Its submission to the DOJ came ahead of the winding down of its operations which is set to last until March 31 only.
According to the report, Reyes personally went to the headquarters of the DOJ in Manila around 9:50 a.m. to turn over the flood control documents. However, the ICI Chairman did not face the media.

Justice department spokesperson Polo Martinez claimed that Reyes provided a comprehensive report on the flood control investigation. The independent commission previously made nine (9) referrals covering 65 personalities to the Office of the Ombudsman.
Amid the winding down of the operation of the Independent Commission for Infrastructure, Davao Congressman Paolo Duterte and the other Duterte family members in the House of Representatives asked for a copy of the flood control report.
