PNP Personnel Drops Off Flood Control Documents from ICI at Ombudsman’s Office
ICI – The Independent Commission on Infrastructure submitted two (2) trucks of flood control documents to the Office of the Ombudsman.
Amid the public’s call for accountability over the flood control mess, President Ferdinand Marcos Jr. ordered the creation of an independent body that will probe the infrastructure projects of the government. His order led to the creation of the Independent Commission for Infrastructure.

Former Justice Andres Reyes Jr. was appointed to lead the ICI. Rogelio “Babes” Singson and Rossana Fajardo were appointed as the members of the investigative body. They invited several government officials linked to the flood control mess to the hearing.
Several officials of the Department of Public Works and Highways (DPWH) and the House of Representatives were tagged in the flood control mess. Some senators and former senators were also mentioned in flood control testimonies.

The alleged involvement of several government officials in the supposed multi-billion flood control corruption left countless Filipinos seeking for accountability. Thousands of people joined the so-called “Trillion Peso March” in 2025.

However, last December, both Babes and Singson left their posts. It left the public asking about the fate of the ICI which submitted a 125-day flood control report to Pres. Bongbong Marcos. It cited its achievements in the said report which are as follows:
- Nine referrals, covering 65 implicated individuals, submitted to the Ombudsman, one of which was made with the Department of Public Works and Highways
- 66 individuals referred to the Department of Justice for the issuance of Immigration Lookout Bulletin Orders (ILBOs)
- 32 hearings covering 36 witnesses, including 20 legislators and five agency heads
- 16 site inspections nationwide
- 1,173 documents processed
- 6,692 bank accounts of implicated individuals frozen or subjected to freeze orders
- P24.7 billion worth of assets seized, preserved, frozen or surrendered, according to the Anti-Money Laundering Council. This includes 229 vehicles, 394 insurance policies, 161 real properties, 16 e-wallet accounts and 10 air assets
- Eight inter-agency coordination meetings conducted and six legislative sessions attended
- Three hearings livestreamed
Recently, Pres. Bongbong Marcos spoke on the ICI saying that their “brief has already been fulfilled”. According to him, the next part is the sending of the documents to the Office of the Ombudsman and the Department of Justice (DOJ).
“Well, right now what the ICI is doing is that they are collating all of their findings because dadalhin nila – siyempre, they are also writing their final report. I think baka tapos na. But the – essentially within – with the ICI itself has made a determination that much of their work has already been done,” Marcos Jr. said.

Based on a report of GMA News, two (2) trucks of flood control documents from the ICI were recently delivered to the Office of the Ombudsman. The Philippine National Police vehicles were utilized in the delivery of the documents.
PNP personnel and a logistics company dropped off the flood control documents from the ICI. Based on the report, the boxes had labels such as places (Albay, Sorsogon, Isabela, and Romblon, among others); contractors’ names (St. Gerard Construction, Silverwolves Construction Corporation, Legacy Construction Corporation, Alpha and Omega General Contractor and Development Corporation, St. Matthew General Contractor, and Sunwest Inc.); and names of DPWH offices.
Previously, one of the government officials who appeared before the ICI for the flood control probe was former House Speaker Martin Romualdez.
