Online attention was caught when Jesus Falcis shared this alleged photo of Catalina Cabral on a cliff, staring into nothing.
Is this Catalina Cabral in the photo?
Lawyer and online personality Jesus Falcis shared a photo of the former Department of Public Works and Highways Undersecretary Catalina Cabral on a cliff. She was staring into nothing, and it was a selfie photo taken by her driver.
However, these are unverified details. Based on the post from Falcis, it was an area in Kennon Road, around the same location where Cabral died by falling off a cliff. According to the authorities, the body that was found below the cliff suffered from numerous broken bones and limbs.
Initially, her family agreed to an autopsy, but later on, her husband took back the decision, insisting that what happened to Cabral was accidental, the reason why her remains don’t need to be autopsied.
Both the Department of Justice (DOJ) and the Department of the Interior and Local Government (DILG) have ordered the National Bureau of Investigation (NBI) and the Philippine National Police (PNP), respectively, to conduct an autopsy. A DNA testing was also ordered by the DILG.
Meanwhile, Cabral was a licensed civil engineer with a doctoral degree in Business Management and Public Administration. She was the first female rank-and-file employee to reach the level of undersecretary at the DPWH. She earned three master’s degrees and certificates from Wharton, Harvard Kennedy School, and Mohamed Bin Zayed University in areas like data analytics, digital transformation, and artificial intelligence.
Before becoming undersecretary, she was directly involved in implementing major road, bridge, and flood control projects co-funded by the Asian Development Bank, World Bank, and the Japan International Cooperation Agency.
