MPD Denies Abuse of Minors & PWD Protesters Arrested During Rally
The Manila Police District has denied allegations that minors and PWDs were abused after being arrested during September 21 protest.
MPD clarified that minors and a person with disability (PWD) were not mistreated after being arrested during the September 21, 2025, protest in Manila. The rally, held to mark the anniversary of Martial Law, drew hundreds of participants who were calling for justice and accountability.
According to MPD officials, those taken into custody were treated in line with the law. They explained that the detainees were provided with a proper holding area, food, clothing, and basic needs.

Security personnel were also assigned to ensure their safety while in police custody. The police stressed that no torture, physical abuse, or any form of maltreatment happened during the arrest or while the individuals were detained.
“The Manila Police District reaffirms that no torture, physical abuse, or any form of maltreatment was inflicted upon any individual at any stage of custody,” MPD Acting District Director Police Brig. Gen. Arnold Abad said.
They added that the public’s concern over the issue is appreciated and that they remain committed to serving and protecting every citizen, including those under their watch.

“We value the public’s vigilance on this matter and pledge our continued dedication to serve and protect our fellow citizens, including those in our custody regardless of circumstance,” he added.
Authorities also stated that anyone who sustained injuries during the commotion was given immediate medical attention. They emphasized that legal representation was also made available to the arrested individuals.
The incident has earned conversations online, with many expressing concern over the treatment of vulnerable groups like minors and persons with disabilities during protests. The MPD’s statement sought to address these concerns and reassure the public that the rights of those arrested were respected.
