Lawrence Lubiano, Flood Control Contractor, Appears at House Infra Committee Hearing
Flood control contractor Lawrence Lubiano who is linked to Senate President Chiz Escudero admitted his relationship to two (2) officials in the local government in Sorsogon.
Countless Filipinos were surprised and disappointed when President Bongbong Marcos exposed that the Philippines has spent more than P500-billion already for the flood control projects across the nation since his term started until May 2025. Every time that heavy rains or tropical storms hit the country, many areas across the nation experience deep flooding still.
Following the press conference where Marcos Jr. made the said revelation, Senate Pres. Chiz Escudero admitted receiving a P30-million campaign donation from one of the flood control contractors flagged by Marcos Jr. According to him, the person who donated for his campaign is his long-time friend.
Furthermore, Escudero claimed that the contractor of the Centerways Construction and Development Inc. is also from Sorsogon. According to him, his publicized link to the said flood control contractor is supposedly part of the “demolition job” against him.
The Senate President claimed that there are allegedly individuals who want him ousted from his position so the impeachment case against Vice Pres. Sara Duterte can push through if it will be filed next year. Amid his term, the Senate voted to archive the impeachment case against the Vice President.
Recently, the House of Representatives’ Infrastructure Committee invited Lawrence Lubiano, the president of the Centerways Construction and Development Inc., into a flood control probe. During the questioning, contractor who donated to Senate Pres. Chiz Escudero claimed that the P30-million he donated was his own money. He stressed that the money did not come from the construction company.
Based on a report on ABS-CBN News, Lawrence Lubiano had another revelation during the House Infra Committee probe. The president of the Centerways Construction and Development Inc. was asked by Akbayan Party List Representative Chel Diokno if he is related to someone who has a position in the government.
“Yes po, your honor. Kapatid ko po, your honor. Mayor po sa isang bayan sa Sorsogon. Brother ko po city councilor din po,” the flood control contractor admitted.
When asked about the number of government contracts that went to Centerways, the flood control contractor claimed that they have bid around 80 government deals from 2022 to 2025. Based on the report, he stressed that most of the projects are in Bicol and 30 of them are in Sorsogon.
Lawrence Lubiano claimed that he is donating to Senate Pres. Chiz Escudero since 2009. Previously, Commission on Elections or Comelec chairman George Garcia said government contractors are not allowed to donate funds to election candidates.
