Statement of DPWH Chief Vince Dizon on Agency’s Internal Investigation Team

Vince Dizon, the newly-appointed secretary of the Department of Public Works and Highways (DPWH), confirmed that he will abolish the internal investigation committee of the agency.

Not only President Bongbong Marcos but as well as countless Filipinos were left disappointed by the anomalous flood control projects funded by the government that were recently revealed. According to the President, the country has spent over P500 billion for the government flood control contracts from July 2022 to May 2025.

After Marcos Jr. revealing that the country has already spent over P500 billion for the flood control projects, the Chief Executive also flagged down 15 contractors. According to him, they were awarded with 20% of the total government flood control deals.

Furthermore, the President also flagged down the Alpha & Omega Gen. Contractor & Development Corp., the Legacy Construction Corporation, the EGB Construction Corporation, the Road Edge Trading & Development Services, and the St. Timothy Construction Corporation for getting government flood control contracts in almost all regions across the nation.

The Senate launched its own investigation on the anomalous flood control projects funded by the government. The chamber even issued subpoenas for the following contractors mandating them to attend the September 1 hearing after their non-attendance during the first Senate flood probe:

  • Ms. Cezarah C. Discaya, President of Alpha and Omega Gen. Contractor & Development Corporation
  • Mr. Lawrence R. Lubiano, President of Centerways Construction and Development Inc.
  • Mr. Edgar S. Acosta, President of Hi-Tone Construction & Development Corp.
  • Ms. Marjorie O. Samidan, authorized managing officer of MG Samidan Construction
  • Mr. Romeo C. Miranda, President of Royal Crown Monarch Construction & Supplies Corp.
  • Ms. Ma. Roma Angeline D. Rimando. President of St. Timothy Construction Corporation
  • Ms. Aderma Angelie D. Alcazar, President/CEO of Sunwest, Inc.
  • Mr. Eumir S. Villanueva, President of Topnotch Catalyst Builders Inc.
  • Mr. Mark Allan V. Arevalo, General Manager of Wawao Builders

The DPWH earned a lot of criticisms amid the flood control projects issue in the Philippines. Its now-former chief, Manuel Bonoan, resigned from his post. There were a lot of calls for him to resign or take a leave amid the investigation.

Bonoan was replaced by Vince Dizon as the DPWH chief. He served as the secretary of the Department of Transportation prior to his new appointment in the department amid the issue of anomalous flood control projects.

Previously, Vince Dizon, the new DPWH chief, confirmed that he will order the “courtesy resignation” of all of the officials of the agency. The order will reportedly include the DPWH undersecretaries, assistant secretaries, division heads, and district engineers nationwide.

Recently, Vince Dizon made a new pronouncement. Based on a report on GMA News, the newly-appointed DPWH Chief announced that he will abolish the internal investigation committee of the agency.

“’Yun pong tinayo ng DPWH na internal investigation committee o kung ano man ‘yun ay bubuwagin ko po ‘yun. Hindi po ako naniniwala na puwedeng imbestigahan ng isang ahensiya ang kaniyang sarili. Hindi po pupuwede ‘yun,” the new DPWH Chief said.

Based on the report, Vince Dizon said that the DPWH will only have to gather the information over the flood control deals and forward it to the independent commission tasked to investigate the anomalous infrastructure projects funded by the government. Pres. Bongbong Marcos has previously confirmed that his office is already drafting the executive order for the creation of the said independent committee.

Amid the issue of the anomalous flood control projects in PH, during a Senate hearing, controversial flood control project contractor Sarah Discaya admitted that there were instances when her 9 companies bid for the same DPWH projects.
