DPWH Temporarily Bans Personal Foreign Travel of Its Employees Amid Issue
The Department of Public Works and Highways (DPWH) has temporarily suspended the personal foreign travel of its employees.
On Friday (August 29, 2025), the agency announced a temporary suspension on the approval of foreign travel for its officials and employees if the trip is for personal reasons.
In a memorandum signed by DPWH Secretary Manuel Bonoan, DPWD explained that the move is part of the ongoing review of its projects. The step is also in line with its promise to uphold transparency, accountability, and integrity in public service.

The suspension will remain in effect until the end of November 2025, unless lifted earlier or extended further. Exceptions will only be made for those with urgent medical travel needs.
According to the DPWH, the decision follows the Civil Service Commission’s rules, which state that vacation leave is not automatically granted but depends on the demands of service. The agency also has the authority to regulate foreign trips of its workers when public interest or administrative concerns are involved.
The agency aims to ensure that its employees remain focused on their duties while project validation continues. The department stressed that this is not meant to restrict the rights of its workforce but to balance personal requests with the operational requirements of the agency.

The memorandum also reminds government workers that travel approvals are discretionary, especially when they could affect the performance of public service.
As of this writing, employees are expected to comply with the directive, while the public looks forward to the results of the agency’s review of ongoing infrastructure projects. The suspension underscores DPWH’s effort to strengthen discipline and accountability within its ranks.
