Anomalous Flood Control Deals of Gov’t To Be Investigate by Senate Blue Ribbon Committee on August 19
SENATE – The Blue Ribbon Committee is set to lead an investigation on the alleged anomalies in some of the government flood control projects.
President Bongbong Marcos is disappointed over the failed flood control projects in several areas in the Philippines. According to Marcos Jr., the country has already spent more than P500-billion for the flood control deals from July 2022 to May 2025.

Marcos Jr. previously admitted about the failed flood control projects of the government in several areas in his speech for his 4th State of the Nation Address (SONA) last July 28. According to him, he checked on the projects and found them a failure which resulted to the flooding in several areas in the country.
The statement of the President gained different reactions. Even Senator Alan Peter Cayetano admitted his surprise saying it is the first time that he heard a President saying in a SONA that a project is the cause of the flooding. According to him, Chief Executives usually boast that there is a flood of projects done by the government.

Recently, Pres. Bongbong Marcos held a press conference where he revealed that five (5) contractors have been awarded with the flood control deals with the government in almost all regions in the country. According to him, there are also 15 contractors who got 20% of the P545-billion spent for the flood control projects.

Here are the 15 contractors cited by Pres. Bongbong Marcos during the press con:
- Legacy Construction Corporation
- Alpha & Omega Gen. Contractor & Development Corp.
- St. Timothy Construction Corporation
- QM Builders
- EGB Construction Corporation
- Topnotch Catalyst Builders Inc.
- Centerways Construction and Development Inc.
- Sunwest, Inc.
- Hi-Tone Construction & Development Corp.
- Triple 8 Construction & Supply, Inc.
- Royal Crown Monarch Construction & Supplies Corp.

Senate Pres. Chiz Escudero’s name was dragged in an issue after he admitted that he received a P30-million campaign donation from one of the flood control project contractors mentioned by Marcos Jr. According to him, the owner of the Centerways Construction and Development Inc. is a long-time friend of his.

Recently, the Senate confirmed that they will probe the alleged anomalies in the flood control projects of the government. Based on a report on GMA News, the investigation will be led by the Blue Ribbon Committee.
Sen. Rodante Marcoleta leads the Senate Blue Ribbon Committee. Based on the report, the investigation is scheduled on Tuesday, August 19, 2025, and Marcoleta has a message for the contractors.

“Sabihin n’yo kung magkano binibigay n’yo sa mga taong gobyerno para hindi kayo ang madidikdik d’yan,” the Senate Blue Ribbon Committee Chairman said.
Marcoleta admitted that the investigation on the anomalous flood control deals of the government is a tough task “considering the enormity of the multi-billion projects, and the complexity of untangling the web of corruption within the public works system”. Meanwhile, based on the report, they will not only focus on the contractors but they will also try to expose public officials who may be profiting from the government deals.
Amid the issue that dragged the name of Senate Pres. Chiz Escudero, Comelec said that government contractors are not allowed to donate funds to candidates and it is punishable under the election rules.
