Robin Padilla: Bill Allowing MTRCB To Regulate Streaming Platforms Approved On Final Reading

The Senate on Monday, June 2, 2025, approved the bill sponsored by Senator Robin Padilla –  Senate Bill No. 2805 or the MTRCB Act.

On Monday, June 2, 2025, the Senate Bill No. 2805, or the MTRCB Act, sponsored by Senator Robin Padilla, was approved by the Senate on its final reading. This bill seeks to strengthen the Movie and Television Review and Classification Board (MTRCB) amid the rapidly changing media landscape.

The chair of the Senate Committee on Public Information and Mass Media and principal sponsor of the bill expressed:

“The passage of this bill in the Upper Chamber is not a personal victory, but a triumph for the thousands of viewers, especially the youth, who deserve protection while ensuring the continued freedom of creative expression in the world of television and film.”

This bill is a collaborative effort between Senators Win Gatchalian, Francis Tolentino, Lito Lapid, Grace Poe, Joel Villanueva, and Ramon Revilla Jr. Senators Poe, Villanueva, Loren Legarda, and Risa Hontiveros also contributed significant amendments to the measure during the deliberations.

The MTRCB Act equips the MTRCB  with regulation powers “to address issues of obscenity, immorality, and senseless violence in the digital platforms.”

In the final stretch of the 19th Congress, the following bills were also passed:

  • Senate Bill No. (SBN) 890, or the Government Optimization Act, principally authored by Senate President Francis Escudero
  • Senate Bill No. 2965, or the Free Funeral Services Act, authored by Senator Imee Marcos
  • Senate Bill No. 2974, or the Expanded Philippine Science High School (PSHS) System Act, sponsored by Senator Juan Miguel Zubiri
  • Senate Bill No. 2960, or the Lifelong Learning Development Framework (LLDF) Act, was authored by Senator Joel Villanueva
  • Senate Bill No. 2975, or the Revised Animal Welfare Act
