HALALAN 2025 – Several violations related to the election raised an alarm to people, and here are the violation hotspots.
A surge in incidents related to vote buying and other election-related violence alarmed the people. While this day marks a new era for the country, violence, conflicts, and tensions are inevitable.

Commissioner Moore, Director of Peace with Justice at the General Board of Church and Society, the social justice agency of the United Methodist Church said, “The red-tagging of candidates, widespread vote-buying, and political killings are serious violations that threaten the integrity of the electoral process and the safety of our communities.”
International Observer Mission (IOM), the initiative of the International Coalition for Human Rights in the Philippines (ICHRP) has been monitoring key election hotspots all over the Philippines since February 11, the kickoff of the campaign period.
The IOM has reported 176 incidents of vote-buying since the start of the campaign period, with the value ranging from Php 500.00 to Php 5,000.00.
Most cases are related to political dynasties. There were also 577 cases of alleged red-tagging, and Vote Report PH’s independent report also showed that there was a total of 1,348 online reports of campaign violations and 62 cases of election-related violence, 35 of which were politically motivated.
An increasing curve of armed intimidation and killings in the Cordillera Administrative Region, Bangsamoro, and Calabarzon also caused alarm.
Where are the reports most concentrated?
According to Vote Report PH’s post, as of 2:30 PM, Monday, the top hotspots where most electoral irregularity reports came from are:
Top Violation Hotspots (NCR)
- Quezon City
- Manila City
- Caloocan City
Top Violation Hotspots (Outside NCR)
- Baguio City, Benguet
- Davao City, Davao Del Sur
- Antipolo City, Rizal
The top issues of the election, where 4,566 reports were received, of which 566 were verified:
- ACM Errors (50%)
- Illegal Campaigning
- Disenfranchisement
- Red-tagging
- BEI Non-Compliance
