Authorities Arrest Two Thieves Targeting Drunk Foreigners in Manila 

Two thieves believed to be members of a theft group known as the “Salisi Gang” arrested for targeting drunk foreigners in Manila. 

The suspects were caught after allegedly stealing from foreign nationals, many of whom were intoxicated and unable to protect themselves. 

According to Police Station 9 station commander Lt. Col. Alfonso Pilota Saligumba III, the suspects would usually roam around nightlife areas in Ermita and Malate, and even some parts of Quezon City. They searched for foreign visitors who appeared too drunk to go home safely.

Once they spotted someone vulnerable, they pretended to be helpful and acted as if they were friends offering assistance. 

The police explained that once the suspects gained the victim’s trust, they would accompany them back to their hotel or residence. It was during this time that they would steal valuables such as mobile phones and wallets. 

The latest victims were five Bangladeshi nationals who reported missing phones after being approached by the suspects. 

On Saturday (May 3, 2025), authorities carried out an operation and arrested one man and one woman believed to be involved. The suspects refused to give any statement when questioned. 

The victims, however, are determined to press charges. The two suspects will face several complaints, including theft, falsifying documents, hiding their real identities, and violations related to traffic and transportation laws. One of the cases also involves carnapping.

Police say the Salisi Gang is made up of around ten members, and efforts are ongoing to locate the remaining individuals involved in the group.
