Cebu City to Implement “No Permit, No Caroling” Policy During Christmas Season
“NO PERMIT, NO CAROLING” POLICY – Cebu City has put a new rule in place for street caroling, especially during the Christmas season.
The local government is enforcing a “No Permit, No Caroling” policy, meaning carolers must first get a permit from the Business Permit and Licensing Office (BPLO) before singing in public areas. This rule applies to anyone planning to sing on the streets or in public places.
Cebu City Raymond Alvin Garcia, fully supports the policy, believing itâs important to keep public spaces organized and safe. The goal is to control the growing number of street carolers and avoid disruptions, particularly during the holiday season and events like the Sinulog Festival.
To ensure this, the cityâs Anti-Mendicancy Board (CCAMB) is stepping up efforts to monitor and enforce the new rule.
Anyone who violates the policy by caroling without a permit could face a fine of P1,000 for the first offense. Repeat offenders may be fined more, with fines of P1,500 for the second violation and P2,000 for the third. In addition to the fine, violators could be required to do community service.
To make sure caroling remains safe and respectful, the city has clarified that carolers with permits are allowed to visit homes, stores, and offices. However, caroling is prohibited on public transportation like jeepneys and buses.
The city has also asked people not to give money to carolers who donât have a permit, as they could face penalties as well. The city government is also making it easier for those who want to apply for permits by offering them for free.
The BPLO is ready to help carolers through the process. This new rule aims to maintain order and prevent any issues related to street caroling, ensuring that the Christmas spirit is enjoyed in a safe and organized way for everyone.
