- a Filipino Citizen
- at least 16 years old at the time of the application for a Student Permit
- If foreigner, the applicant must be at least 18 years old at the time of the application
- mentally and physicall well
- knows how to speak and read either in Filipino or in English
- has fixed all the outstanding tickets for traffic violations
- must have completed the initial driving class from an accredited school
- must have a valid or working email address

- duly-signed LTO Student Permit Application Form
- photocopy of valid government IDs issued in the Philippines (for Filipino applicants)
