Two individuals used a grinder to remove broken handcuffs from the hands of a man at the Brgy. Hall in Bajumpandan, Dumaguete City.

Last February 6, 2024, a man in Dumaguete City, Negros Oriental found himself in an unexpected situation, there’s no other way to remove broken handcuffs from his hand except by using a grinder.
