DepEd Reminds Public Schools That Soliciting Funds for School Supplies From Students is Prohibited

DepEd said that public schools are banned from soliciting funds from students in strict compliance with the ‘no collection’ policy.

On Friday (November 10, 2023), the Department of Education (DepEd) reminded public schools about the strict adherence to the ‘no collection’ policy, emphasizing that schools are prohibited from soliciting funds for school supplies and appliances from students.

The reminder comes in response to complaints raised during a budget hearing where senators expressed concerns about contributions allegedly collected through Parents and Teachers Associations (PTAs).

DepEd spokesman Michael Wesley Poa clarified that ‘no collection policy,’ states that schools are really not allowed to collect.  “Mayroon tayong tinatawag na no collection policy, so hindi po talaga puwedeng mangolekta ang ating mga paaralan,” he said.

He addressed concerns about the misuse of PTAs, stating that if PTAs are being used to circumvent the ‘no collection’ policy, the department is open to receiving complaints.

Kung ginagamit po ang mga PTA para po ma-circumvent yung ating no collection policy, kami naman po ay bukas at tumatanggap ng complaints… Ang point ng no collection policy ay hindi dapat nakakaapekto sa grades o kung ano mang performance ng bata ‘pag hindi siya nakapagbigay,” Poa said.

The agency plans to release a department order that may serve as a clear directive to all public schools, ensuring that they comply with the policy and take necessary measures to avoid unnecessary burdens on students and their families.

The measure is to guarantee that financial constraints do not negatively impact a student’s academic standing or performance. Parents, students, and concerned individuals are encouraged to report any instances of non-compliance.

  1. Tanong lang po,pagsinabi bang no collection policy,hindi mangongolekta ang skol ng any amount the whole skol year? Kasi dito sa amin after 2 mos.nangongolekta na sila ng Fund drives ang PTA contribution.this skol year 550 a ng total amount na babayaran ng parents per pupil.Napag usapan naman yan during PTA meeting pero a ng sinasabi ng skol head no collection during enrollment lang after a mos pwede ng mangolekta.

Tanung q lng po paano nman po kung halimbawa,nsa private school po Ang anak n nag aaral,s magulang po hinihingi Ang pangbayad s test paper kada unit at periodical test,,Meron ding ding hinihingi about s mga jersey pag sumali o sadyang player Ng school..pti moving up,parents Ang nagbayad Ng venue,picture Ng nkatoga,at pagkain,,tama po b un o may Mali po s Sistema Ng school

  3. Bakit dito sa amin kami Ang bumibili ng tv para sa school that cost more then 10k.
    Yung white board at Yung repairing of toilet eh Samin naghihingi ng donations kuno.
    When the school call for a meeting they insisted that the school is strictly no collection policy but instead they use is as “donations kuno”.
    I just wonder ,I have already heard this policy since ever since we were in province and I can assure that the school there that we were before is strictly implemented in to this deped policy.
    They buy their own tv,print i.d’s for free and give snacks for the kids sometime.
    But when I came here in here I was shock,there so many collections..But not the teacher offered itself but it’s the PTA officials which is under the authority to the teachers.

  4. True. Dalawa ang estudyante q at lumipat cla ng school this year kc nga nglipat bahay kmi. Nagulat aq nung PTA meeting andaming bayarin e dun sa old school nila ni piso wala aqng binabayaran duon. Sa hirap ng buhay pasakit dn sakin ung mga projects nila sa bago nilang school. Ung grade 6 my TV nmn cla pero nagulat aq nung ngsabi ng anakq, mgbabayad daw cla sa TV. Problema n nga ang binabaon nila everyday tapos dumagdag pa ang mga projects nila. Kya stress AQ sa bagong school nila ngaun.

Panu naman Po Dito samin bawat homeroom officer’s binigyan ng projects like printer machine for kindergarten student.tsaka 150 per parents para Po Maibigay namin Ang projects na iyon I mean Yung printer machine 🖨️ 50 parents kami and they planned na Ang bilhin na printer is Yung worth 8k Po…the collection starts last month October 1st din until now 5 parents lang nakapagbigay dahil nga Po walang Wala Po talaga Ang mga co parents ko Po …note public schools Po kami ….matatawag Po ba itong solicitations or what Po paki sagot naman Po please 🥺 ng malinawan kami

  6. Dito naman Po sa Amin ang term nila is donation daw,nagdonate mga parents ng tig 400 para sa CR nila sa loob ng classroom.sabi nila no collection policy kaya donation na lng daw,pro sisingilin din ang naman ung Hindi nagbigay

  7. Hello po, share ko lng po samin po ngayong Dec. if di daw kami makasali sa Christmas party pamumultahin po kami, if absent o half day lng po kami aattend kailangan po namin mag bayad daw. Dati po sinasabihan kami nga kapag di daw kami umattend ung grades namin ginagamit para makapag attend kmi kahit po may valid reason. Ba’t po kailangan nang mga studyante mag bayad Ng miscellaneous? sorry po kahit po nasa Private kami nag aaral di ibig sabihin madami na po kaming pera. kahit nasa public o private ka pa po nag aaral pinapabayad po kmi ng miscellaneous fee po.
