PSA Issues Official Statement on PhilIDs Found in Garbage Area in Cauayan, Negros Occidental

The Philippine Statistics Authority (PSA) has issued an official statement in response to the discovery of PhilIDs in a garbage disposal area.

Last month, video footage showing National IDs discarded in a garbage pile at Brgy. Tiling, Cauayan, Negros Occidental went viral, eliciting diverse reactions from the online community. Approximately 100 identification cards were retrieved from the pile of garbage.

Authorities have reported that among the National IDs recovered, three were PVC cards, while the remaining others were government-issued ePhilID papers.

Just a few days ago, self-proclaimed motivational speaker Rendon Labador called out PSA regarding the unearthing of National IDs amidst the refuse. Labador, an internet personality, expressed his disappointment with the incident and demanded an explanation for the presence of these identification cards within a garbage-laden vicinity.

He emphasized that many Filipinos have been patiently awaiting the arrival of their IDs.

Recently, PSA released a statement addressing the incident and initiated an investigation into the matter. The agency clarified that this was an isolated case and underscored that safeguarding the privacy and security of PhilSys-registered individuals remains their top priority.

During the course of the inquiry, PSA will collaborate with the Philippine Postal Corporation. The management is committed to addressing any gaps and discrepancies to ensure that a similar incident will not recur.

The statement has been endorsed by Undersecretary Claire Dennis S. Mapa, who serves as the National Statistician and Civil Registrar General.

“The Philippine Statistics Authority (PSA) is currently investigating the incident of PhilIDs found in a garbage disposal area in Barangay Tiling, Cauayan, Negros Occidental in collaboration with barangay officials.

The agency assures the public that this is an isolated case. The privacy and security of the data of PhilSys-registered persons is of the highest priority, and strict protocols in the distribution of PhilIDs and ePhilIDs have been in place since the beginning of its distribution.

PSA will be coordinating with the Philippine Postal Corporation in the investigation. Following the release of official incident reports, both agencies commit to addressing any gaps found in the system of delivery to ensure that the incident will not occur again.

The PSA remains strongly committed to its mandate of ensuring the security of registered persons’ data from the first step of registration up to the distribution of PhilIDs and ePhilIDs.”
