Here’s another issue about Liza Diño as former FDCP chairperson
Former Film Development Council of the Philippines (FDCP) chairperson Liza Diño allegedly had “lavish expenses” during her term.
Issues surrounding how Liza managed FDCP have been resurfacing. Previously, it was revealed that she was scolded by former Senate President Tito Sotto for amending the Implementing Rules and Regulations (IRR) of the council. It was said that Liza cried after she was reprimanded.
Then, it was revealed that she was allegedly acting as the overall in charge when it comes to decision-making. Reportedly, other council members lost their voice and their right to decide on certain matters.
In a follow-up write-up published on PEP’s site, it was alleged that Liza Diño spent millions of pesos for FDCP events and this case from taxpayers.
Sources revealed that the expenses even became higher because of poor planning. “In summation, it’s the usurpation of power, usurpation of taxpayers’ money. It’s bad,” source “A” said. Source “B” added that Liza spent the FDCP budget like there was no tomorrow.
From the time Liza served as chairperson until her term ended, FDCP had this annual budget:
2016 — PHP51,557,000
2017 — PHP92,021,000
2018 — PHP119,242,000
2019 — PHP134,078,000
2019 — PHP134,078,000
2020 — PHP265,068,000
2021 — PHP173,337,000
2022 — PHP280,881,000
Allegedly, the budget had a high increase during Liza’s term. “Doon sa istruktura ng FDCP ngayon, ipinapakita yung ambisyon niya, na di masama kung tutuusin mo. Pero parang minadali at di pinag-isipan, [basta lang] for the sake of expansion,” Source “A” said.
Source “C” was surprised that the manpower had a drastic increase when Liza became the chairperson. From 50 people, this became over a hundred when the former chairperson left. “Andaming sobrang sinusuwelduhan dito. Ba’t nagkaganun? Sabi ko, ‘Madami bang event? Madami bang trabaho rito?’” Source “C” said.
The sources also pointed out that the projects were not properly planned. Other council members and stakeholders in the film industry were not consulted about these projects.
Source “C” added that there were hired managers but they have nothing to manage under them and supervisors who also had nothing to supervise.
“These useless and crazy expenses which should have been dedicated to aid in this present condition of Philippine movies… At ano yung return sa industry talaga? How much did the industry benefit with all this spending?” Source “B” said about the Film Ambassadors’ Night event.
It was said that this event in 2021 had a PHP3.23 million budget. Then, in 2022, it reached P4.92 million.
