4PS CASH CARD PAWNING – There are corresponding actions towards beneficiaries who will be caught pawning their cash cards.

Millions of Filipinos are beneficiaries of 4Ps or the Pantawid Pamilyang Pilipino Program which is one of the biggest anti-poverty programs of the Philippine government. It is under the supervision of the Department of Social Welfare and Development (DSWD).

The beneficiaries of 4Ps have Automated Teller Machine (ATM) cards where their monthly household assistance is downloaded so they can withdraw it. While the ATM card is an assurance that money may be downloaded by the next month, 4Ps cash card pawning is strictly prohibited by the program. Below, you can read what will happen if DSWD finds out about card card pawning.

What are the penalties or corresponding consequences in case there is 4Ps cash card pawning? Once the DSWD finds out, there are offenses as set under the rules of the anti-poverty program.

Based on an article by Philippine News Agency, the following are the offenses and the corresponding consequences set under the NAC Resolution No. 20 series of 2014 with regards to 4Ps cash card pawning:

• First Offense: Warning to be issued by the Local Social Welfare and Development Office (LSWDO)

• Second Offense: Suspension of grants for one (1) period or temporarily change of grantee to another responsible adult member (in case there is no eligible household member, the LSWDO will be the temporary grantee until the lifting of the suspension)

• Third Offense: Termination from the program issued by the Pantawid Pamilya National Advisory Council (NAC) based on the Regional Advisory Committee’s recommendation

Under the said NAC Resolution, it is stated that any appeal may no longer be entertained by the NAC following the approval of the termination verdict.
