TESDA Chief on Hot Water for Having Five Deputy Director Generals
Technical Education and Skills Development Authority (TESDA) chief Danilo Cruz for having five deputy directors generals.
Joel Villanueva, the majority leader in the Senate, and Senate President Juan Miguel “Migz” Zubiri have informed the TESDA chief that having five deputy director generals is illegal. This was brought up during the Senate’s discussion of the suggested national budget for 2023.
Villanueva, a previous leader of the abovementioned agency, emphasized that, in accordance with the TESDA Act of 1994, the President may only appoint two individuals based on the board’s proposal. However, TESDA currently has four, and a new deputy director general has been appointed to the organization, according to Villanueva.
“My question is, do we need additional deputy director generals?” Villanueva asked during the Senate plenary session.
To enable TESDA Director General Danilo Cruz to immediately respond to the senators’ inquiries, the senators temporarily waived Senate regulations. Based on the report, Cruz said that because TESDA has four deputy generals under the Duterte government, four petitions were made.
The deputy director general for special concerns will occupy the fifth position. Cruz claims that other federal agencies also engage in this approach. The practice of selecting numerous deputy director generals, according to Zubiri, is in violation of the TESDA Charter.
The matter would be brought up with President Ferdinand “Bongbong” Marcos Jr., according to Zubiri. Tesda should also violate it simply because other agencies are already doing so. Zubiri highlighted that we should also crack down on the other agencies.
