Sara Duterte P150-M Confidential Fund, Budget Chief Speaks

Here’s the statement of Budget Secretary about the confidential fund of Sara Duterte in DepEd and OVP.

Department Of Education under Vice President Sara Duterte is seeking Php 150 million in confidential funds. While this matter has all been said and revealed, Sen. Pia Cayetano was one of the lawmakers who asked explanation as to how the funds will be used and administered.

Previously, the VP already said that the budget will be used for programs against social issues like “s&xual grooming,” “active shooter copycats,” “insurgency recruitment” of children, and dr&g involvement of learners.

This means that there are projects lined up for this fund as per the vice president.

And now, speaking about the confidential fund is Budget Secretary Amenah Pangandaman of the Department of Budget Management.

According to Pangandaman, the vice president who also serves as the current Education Secretary has presented the plans for its usage to the Cabinet. It would be used for specific programs.

In an interview with ANC’s Headstart, the budget secretary shared that the plans were told in detail during the Cabinet meeting which eventually led everyone to agree and approve the said request.

On top of anything else, they consider how the money will be used and where will it be used when the plan was being presented.

She continued, “I’m not sure if I can divulge but during the Cabinet [meeting], it was also discussed po, nadetalye po ng ating mahal na bise presidente kung saan gagamitin ang tinatawag nating confidential funds. So during that time, everyone from the cabinet agreed on it so we approved po the request of the vice president.”

In the same interview, Pangandaman denied that the 2023 budget was politicized. She assured the people that the funds will be used as intended.

On the other hand, OVP also requested confidential and intelligence funds of Php 500 million in one year. This amount is included in OVP’s budget for programs such as financial subsidy, medical and burial assistance, and free bus ridership to name a few.
