Disappointed Car Driver Slams Kotong Enforcers for Extorting Money From Them
A disappointed car driver has shared the video footage of a kotong enforcers extorting them during apprehension.
The Facebook page “VISOR” has shared video footage of traffic enforcers extorting money from them during apprehension. The video immediately circulates online and elicits comments from the netizens.
According to the video uploader, several Manila traffic enforcers apprehended them along Dimasalang stoplight near the Chinese hospital for allegedly beating the red light, which is considered as a traffic violation.
The driver presented his driver’s license and OR/CR and everything seems to be fine after the enforcer decides to give him a ticket. After a few moments, the enforcer changed his mind and ordered to impound the car due to unclear OR/CR.
The traffic officers and the disappointed netizen discussed the matter to settle the issue. The enforcers allegedly asked them for P5,000 payment to ignore the violation. The driver and his colleague complained and settled the issue at P2,000.
The netizen revealed that the corrupt enforcers are even wearing ‘Anti-Kotong’ uniform, which contradicts their illegal activity. The driver warned his fellow motorists to be more cautious of similar modus.

“Hello! Just want to share our experience last September 18 at Dimasalang stoplight near Chinese hospital. Around 11:30am, napara kami ng Manila traffic enforcer for violating daw ng ‘beating the red light.’ Ang mali lang wala kaming dashcam to prove na wala pa halos 10 seconds nag GO yung stoplight bigla agad itong nag RED light.
“We provided what they needed:
1. Driver’s license
2. OR/CR
“First, okay na. Titicketan daw kami and iko-confiscate yung license. Pero at some point, mukhang di talaga yun ang gusto nila. Biglang nagbago isip ni kuyang enforcer, telling us na ‘for impound’ daw yung sasakyan. REASON: malabo yung xerox ng CR. We didn’t have the original copy since naka-car loan po ito. Hindi raw readable and visible yung plate number.
“Bakit sila biglang nag-decide na for impound? Para wala kaming choice at para kumagat kami sa plano nila. Sabi ni kuyang enforcer pwede naman daw pag-usapan sa halagang P5,000. Kesa daw ma-impound at mag-seminar. Nakiusap kami since we are from Bulacan pa at may mga dala kaming gamit sa likod. Napakiusapan namin at pumayag sila na P2,000 na lang ang bayad. Dun sa helmet po hinulog yung P2,000. Yun po ang utos nung lalaking kausap namin.
“I am not after the money anymore. Main concern ko is kawawa yung mga nabibiktima nila. Bakit dun sila bantay nang bantay? Dahil alam nila na sira yung stoplight. They were wearing a uniform na nakalagay is ‘anti kotong’ pero it look likes di naman sila ANTI—mukhang PRO kotong pa sila. Sana hindi ito mangyari sa iba. Be vigilant and mas okay talaga if may dashcam sila.
“Here is the video ng pagbabayad namin kay kuya enforcer. Naka-ready na agad yung helmet nya para safe sya at dun nya pinalagay.”
