BuCor Chief Declared as “Persona Non Grata” by the Muntinlupa Local Government
The local government unit of Muntinlupa City has declared the Bureau of Corrections (BuCor) chief as a “persona non grata” over walling issue.
The Muntinlupa City Council proclaimed BuCor Director General Gerald Bantag persona non grata on Facebook for bulding roadblocking barriers surrounding the New Bilibid Prisons (NBP). This comes after the chief allegedly ordered the construction of a concrete wall to secure NBP.

According to the post, the Muntinlupa administration severely denounced BuCor’s and its officers’ actions in shutting down Katarungan Village 1 and 2, Muntinlupa National High School, Muntinlupa City University, Southville 3 housing project, and Type B NBP Reservation. They dismantled the newly erected wall of cement hollow blocks that had blocked the road for the third time, much to the chagrin of the locals living in and passing through the region.
In line with this, DOJ Secretary Menardo Guevarra has ordered BuCor to halt building and dismantle a wall that acts as a road barrier in the city. BuCor has not received any report or even communication from the DOJ regarding their plan and action in the situation, according to Guevarra.
Guevarra further stated that before BuCor can take action, they must first confer with the local administration as well as the barangays that surround the location. In accordance with the sixth resolution, the city appealed to President Rodrigo Duterte, demanding that Bantag’s action related to the illegal closure of city roadways, illegal expulsion, and demolition of informal settlements in the NBP Reservation be recalled as a constitutional violation.
