Gov’t Contractual Workers Call for Gratuity Pay this December

CONTRACTUAL WORKERS – Government contract of service (COS) and job order (JO) workers ask for P10,000.00 gratuity pay.

Every December, employees of the private companies are receiving their 13th-month pay which is mandated by the law. It is equivalent to the average of the total basic salary received by an employee for twelve (12) months. The maternity leave days are not counted to it.

Most employees divide their 13th-month pay between savings, bills to pay, loans, holiday expenses, and achieving goals. The holiday season brings along with it expenses on foods and gifts while gatherings come left and right. Meanwhile, the 13th-month pay is a chance for many people to pay off their loans and escape from future interest.

For the regular employees of the government, they receive bonuses and other benefits. However, it is not the same in the case of the contract of service (COS) and job order (JO) workers. They are not part of the bonuses and benefits given to those with plantilla.

Amid the crisis now, based on a report on ABS-CBN News, contractual workers of the government are asking for P10,000.00 gratuity pay. COS worker Jose Florencio said that they can hardly cope with the expenses with a P300-daily earning. He showed their Meralco bill amounting to four (4) thousand saying their electricity supply may be cut soon.

Contractual worker Glenn Cabradilla stressed that the contractual workers do not receive any benefit intended for a regular employee like vacation leave, sick leave, parental leave, and the 13th-month pay. According to him, it is not too much if they would ask P10,000.00.

Based on the report, Civil Service Commissioner Aileen Lizada explained that the personal budget services from DBM do not cover the COS and JO workers. According to her, the giving of the gratuity pay is a prerogative of the executive department and the DBM will be the one who will find a budget for it.

“Hopefully ho mahanapan nila,” Lizada said.
