Rookie Cop, Accomplice Harass Minor Female Health Protocol Violator in Bataan

Authorities arrested a rookie cop and his accomplice after they allegedly harassed a minor female who is said to be a health protocol violator.

The rookie cop is now facing dismissal after he was accused of sexually assaulting a 19-year-old female who allegedly violated the quarantine protocols in Mariveles, Bataan. The culprit was identified as Patrolman Elmer Tuazon Jr. by Brig. Gen. Val de Leon, director of the Police Regional Office 3.

De Leon stated that he had already placed Tuazon under restrictive custody and had also disarmed him as a result of the victim’s allegation. Tuazon is married and posted to the 2nd Provincial Mobile Force Company (PFMC) in Lamao, Limay, where he is tasked at the Quarantine Control Point (QCP) in Barangay Batangas 2.

According to De Leon, Tuazon and a guy named Armando Dimaculangan approached the child victim at the Quarantine Control Point in Barangay Batangas 2 in Mariveles town at 7 a.m. on Friday. As an Unauthorized Person Outside Residence (UPOR), the victim was allegedly not allowed to leave the house.

Due to an increase in coronavirus disease cases, Bataan is currently under stringent quarantine. As a punishment for breaking the quarantine restrictions in the area, the victim quarantine offender was ordered to perform community service.

Tuazon and Dimculangan then led the victim to a location where she would perform community service. However, the woman was apparently transferred to a Tuazon boarding house, where she was abused by Dimaculangan for the first time.

Tuazon thereafter ordered Dimaculangan to leave the house and lock himself up with the victim. Tuazon then allegedly compelled the victim to perform oral task, according to De Leon. Tuazon and Dimaculangan were apprehended after the victim filed a complaint with her relatives.
