COA Answers Duterte’s Question Of “Who Audits COA?

DUTERTE COA ISSUE – Recently, the Commission on Audits answers President Duterte’s question of who exactly audits COA.

In the previous weeks, Duterte’s administration was bombarded with criticism following the release of COA’s audit reports. Initially, it was the Department of Health (DOH) who were called out for “deficiencies” in its COVID-19 fund.

Following this, several other agencies such as the Overseas Workers Welfare Administration (OWWA) headed by Mocha Uson was also flagged for suspicious purchases.

Now, Duterte asked the question of “who audits COA?”. He raised the question after he saying that if he won the Vice Presidency, he would personally audit all of the government himself.

However, according to COA, there was a simple answer to Duterte’s question – resident auditors. Based on an article from GMA, COA Commissioner Heidi Mendoza explained that resident auditors are tasked to audit COA officials.

Moreover, these officials are also at risk of disallowance. Additionally, Mendoza stressed that these resident auditors are strict and provide no leeway even to COA officials.

More importantly, the audit reports are all published on the official COA website along with the audit reports for government departments. However, Duterte during his latest public announcement said:

Mag-file kayo ng kaso, tignan niyo ang rate of… somebody should.. I will do that if I become vice president. Ako na lang mag-audit sa gobyerno lahat pati yung akin.  Magumpisa ako sa akin…

But just tell me, I am really trying to figure it out in this democratic setup. Sinong nag-audit ng COA? That is my question
