2 Traffic Enforcers Extortion Modus with Vendor Accomplice Exposed Online
Video footage exposed two (2) Manila traffic enforcers conspiring with a vendor for their extortion modus against motorcycle riders.
Two Manila traffic cops were videotaped doing unlawful things to motorcycle riders during their public service, according to video evidence shared by News 5. According to the report, the person who disclosed the alleged “kotongero” enforcers’ tactics was also a victim.
A traffic enforcer was shown in the video interacting with a motorcycle rider who was reportedly breaking traffic laws. The rider and the enforcer walked to the fruit vendor to complete their transaction after a few minutes of conversation.

The motorcycle rider had given his money there in order to be released from his infraction. The rider, on the other hand, did not send the money to the enforcer directly, but rather to the seller, who acts like he sold his goods to the rider.
Later in the video, the traffic enforcer returns to retrieve the money placed under the vendor’s product. Another rider was captured on tape pretending to buy fruit from the vendor but simply giving money and refusing to receive the fruit.
Binondo was the scene of the extortion modus operandi. The video went popular on social media, and the Manila Traffic and Planning Bureau (MTPB) was notified. The MTPB’s Chief of Operations, Wilson Chua, stated that they will take action against their two enforcers right now.
Other victims of the “kotongero” enforcers have surfaced to register complaints after the viral video went viral. According to the MTPB, one of the extortionist enforcers was previously suspended last year as a result of multiple complaints.
He was, however, given the opportunity to clear his record and return to work. The MTPB Chief expresses his displeasure to the enforcer that, despite the opportunities provided to him as a result of his past cases, he continues to engage in unlawful behavior.
