QC Barangay Staff Apologizes Over “No Vaccination, No Q-Pass” Requirement

BARANGAY STAFF – A video footage where a staff requiring a vaccination first before getting a quarantined pass earned criticisms online.

According to the video, Gladys Dagaang, a staff member from Barangay Central in Quezon City, told video uploader Isabelle Estein that immunization is required before the quarantine pass can be issued. Quezon City is one of the cities under enhanced community quarantine (ECQ), in which local government units (LGUs) compel citizens to have a q-pass before they can go outside.

“Kailangan po, ma’am, vaccinated. Kapag hindi ka vaccinated, hindi po mabibigyan ng quarantine pass,”  Dagaang told the uploader.

Estein added that because she had already been vaccinated, she had no trouble obtaining a quarantined pass. She did, however, record a video because she was taken aback by the request.

“Alam ko naman na hindi kasalanan ni ate sa barangay hall dahil sumsunod lang siya sa directive pero kaninang directive ‘yun? I don’t think that’s the policy kasi hindi nga makatao ‘yun ‘di ba? Alam naman natin kung gaano kahirap makakuha ng vaccination schedule now,” Estein said.

Dagaang recognized that she was mistaken and expressed her dissatisfaction. What makes her even more agitated is the fact that the uploader videotaped her face directly.

“Doon po sa mga parang na-ano na ‘yung isip na dapat kailangan bakunado, ganyan, humihingi po ako ng sorry doon sa natamaan doon sa sinabi ko,” she added.

According to her, each family receives a quarantined pass from the barangay. When everyone in a household does not have a vaccine, Dagaang says, we make it a priority to be immunized.

Rosa Magpayo, the barangay chairman, has also apologized. Officials from the barangay said they will further clarify the requirements to their employees in order to avoid a repeat of the occurrence.

“Humihingi kami ng sorry kung nagkamali man ‘yung isang staff dahil siguro natatapos sila halos gabi na sa pagikot kaya sobrang pagod,” Magpayo said.
