Man with Disability Dies After Accused of Thief and Tortured by a Kagawad
A man who is said to have a mental disability died after allegedly being tortured and hurt when he was accused of theft by a barangay kagawad.
According to the report, the suspects in the alleged torture incident that happened in Coron, Palawan, includes a barangay councilor and one of his accomplices. Carlo Layaog, 23, was identified as the victim, who was allegedly caught for stealing a cable at Barangay 3 in Coron.
Layaog can be seen seated while being tied in the neck in the video footage released by the police while the suspects interview him about his suspected crime. The victim was even threatened with having his hand sawed off.

Another video shows the victim being approached to deliver a message to another robber. When Layaog’s captors brought him to them, they realized he was fading, according to Police Captain Ervin Plando, chief of the Coron police station.
As a result, he took Layaog to the hospital to be examined. However, the victim died subsequently as a result of catastrophic brain damage. Why did the victim have to be wounded and not taken to the police if he had committed a crime, Layaog’s relatives were enraged.
According to Plando, they filed an anti-torture complaint against Paul John Abe, a barangay councilor, and another civilian. The victim’s medico-legal report and death certificate were reportedly used to support the allegation.
It is also claimed to be compatible with the witness’s account of Layaog’s disappearance. Abe, on the other hand, declined to make a statement and said that only his lawyer could speak on his behalf.
Attorney Lourdes Benipayo, the victim’s lawyer, said the Layaog family intends to bring a murder case against the suspects. Benipayo stated that they did not observe the victim grab the cables and that the victim is known to have mental disabilities in the region.
