According to the DA, the shipments came from Vietnam, China, Germany, and Belgium, all without import permissions, based on packaging. Gilbert Abanso was recognized as the caretaker.

On Thursday, May 27, a team from the DA, the Sub Task Group on Economic Intelligence (STG-EI), the Department of Trade and Industry (DTI), the National Intelligence Coordinating Agency (NICA), the National Bureau of Investigation (NBI), and the Philippine National Police intercepted the package (PNP).

Abanso revealed to authorities that their meats lacked permits or even clearance from several government entities. Before disposing of the seized goods, the DA will perform a comprehensive inventory. Meanwhile, the NBI will manage the filing of relevant criminal charges against the owner of the illegal cargo.
