DND Failed To Consult Duterte Regarding DND-UP Accord Decision Says, Roque

DND FAILED TO CONSULT DUTERTE – According to Presidential Spokesperson Harry Roque, President Rodrigo Duterte was not consulted on the DND-UP accord termination.

Recently, the Department of National Defense decided to unilaterally severe its pact with the University of the Philippines preventing state forces to enter its campuses without prior notice. However, Roque noted how the President did not know about their decision beforehand.

Based on a report from Inquirer, Roque said:

As far as I know, he (President Duterte) did not… It was a decision of the DND as privy or a party to that contract between UP and DND

But, despite a lack of consultation regarding the matter, Roque emphasized that Duterte was in favor of the termination. As per the report, DND Secretary Delfin Lorenzana sent a letter to UP President Danilo Concepcion stating that the 1989 agreement became a “hindrance to counterinsurgency operations” against communist rebels.

Meanwhile, Concepcion described the severed accord was “unnecessary and unwarranted”. Furthermore, the DND’s move was greatly condemned by the UP community saying its an attack to academic freedom and freedom of speech.
