Those Who Violate Fireworks Ban May Be Arrested – Pasay City Mayor

PASAY CITY – Pasay City Mayor Emi Calixto-Rubiano recently issued an executive order which implements a total ban on fireworks use.

According to Manila Bulletin, this is in order to minimize the risk of firework-related injuries and casualties.

The Executive Order is in lieu with Executive Order No. 28, which was issued by Preident Duterte. EO 28 regulates and controls the use of firecrackers.

The prohibition on fireworks is also in lieu with the resolution of the National Capital Region Peace and Order Council recommending the said ban in the capital.

The Philippine National Police, on the other hamd, reported that it will no longer issue special permits for community fireworks display. This is to prevent mass gatherings as a way to prevent the spread of the coronavirus.

Rubiano said that the local government will less likely to issue any special permit in pursuance to the authority provide under EO No. 28, Series of 2017.

The mayor also instructed the local police, village officials, Pasay Public Order and Safety Unit and the Pasay Environment and Natural Resources Office to strictly implement the ban, based on the report.

“persons that violate this order may be arrested and charged under (i) Sangguniang Ordinances; and/ or (ii) Se. 9 of Republic Act No. 1132, which penalizes non-cooperation of person or entities affected by a health event of public concern; and/or (iii) Article 151 of the Revised Penal Code (resistance and disobedience to a person in authority).”
