In a letter, she addressed Speaker Lord Allan Velasco and in a statement enclosed to it, she expressed her appreciation to the House leader for offering her the position. However, she added, “But the greater tact is adherent responsibility to our constituents, the adroit loyalty to allies and friends and the constant affinity to the leadership and nation.”

Despite her formal decline, she vowed to stay committed “committed to your goals as a partner in development and will support your legislative agenda in the formation of a Congress of the people”. She then added that this statement of her will be read soonest in plenary and be reflected in the records of the chamber.

Velasco was the one who replaced Alan Peter Cayetano as House Speaker. He is from Nacionalista Party, a political party where Villar is a member of. Meanwhile, more allies of Cayetano were stripped off their post such as Capiz 2nd District Rep. Fredenil Castro, Laguna 1st District Rep. Dan Fernandez, and Batangas 2nd District Rep. Raneo Abu.

Cagayan de Oro City 2nd District Rep. Rufus Rodriguez, Buhay Partylist Rep. Lito Atienza, and Las Piñas City Rep. Camille Villar were motioned as their replacement but Villar declined the post.
