Court Finds Rep. Pichay Guilty of Graft

PICHAY – The Court found Surigao del Sur 1st District Representative Prospero Pichay guilty of graft over the P1.5-million chess tournament sponsporship.

A position in the government and the public agencies gives a person power to make decisions for the good of the community. It also includes the responsibility to use the public funds responsibility.

Undeniably, a lot of politicians were found guilty with graft after anomalies on using the government funds for certain projects. Recently, another prominent personality in politics was found guilty of graft by the Sandiganbayan.

Based on a report on ABS-CBN News, the Sandiganbayan found Surigao del Sur 1st District Rep. Prospero Pichay Jr. guilty of graft over a P1.5 million chess tournament sponsorship.

The said sports sponsorship took place when he was the chairman of the Local Water Utilities Administration or more commonly called as LWUA. Based on the report, there were reports of irregular usage of the government funds under his name to sponsor chess tournaments.

Aside from Rep. Pichay, the Court also found Wilfredo Feleo, the then deputing acting administrator of the LWUA, and Emmanuel Malicdem, the senior deputy administrator of the LWUA during that time guilty of graft.

The Surigao del Sur Representative is sentenced to six to eight years of imprisonment in the decision penned by Associate Justice Maryann Corpus-Mañalac. Based on the report, the three persons who were found guilty by the court are jointly liable to reimburse the P1.5 million.

Aside from it, the Representative must pay P5,000.00 in violation of the Code of Conduct and Ethical Standards for public officials and employees.
