Isko Moreno Scolds Arrested Man Suspected Of Abandoning Elderly Woman Under Bridge
Manila Mayor Isko Moreno scolds the man who was arrested for abandoning an elderly woman lying under the bridge of MacArthur.
In our previous article, the man who was suspected of the person who abandoned the sick elderly woman lying on a piece of carton under the MacArthur Bridge on Wednesday, September 2. Netizens show concerned and shared the photo of the poor elderly woman.
The post has gone viral and Manila Mayor Isko Moreno Domagoso has also shared the post thanking the Manila Department of Social Welfare (MDSW) for the immediate rescue to the old woman, Fulgencia Tan.
“Pinasasalamatan po natin si Manila Department of Social Welfare Director Re Fugoso at ang MDSW Rescue Team dahil sa maagap nilang pag-rescue kay Lola Fulgencia Tan na nakita ng isang netizen sa ilalim ng MacArthur Bridge,” he wrote.
Meanwhile, Manila Mayor scolded the suspects who were arrested for leaving Fulgencia under the bridge. Isko chastised Ephraim Tan-Yap, 51, and Emerita Decilio, 60, for leaving their aunt.

According to the report of Inquirer, Decilio was tasked by Tan-Yap to oversee Tan’s transfer to the Missionary of Charity, after obtaining a certificate from the barangay that he left the woman.
A CCTV footage was also showed Decilio and the driver placing the old woman in the area. Luckily, Christian Enchaw, the city’s social welfare officer, rescued the woman from the tunnel after seeing the viral posts.
