Tricycle Driver in Caloocan Arrested After Insisting To Enter Market

CALOOCAN – Barangay officers blocked the tricycle driver in Caloocan from entering the market because he was from another barangay.

Philippine President Rodrigo Roa Duterte placed Luzon under “enhanced community quarantine” to curb the spread of the 2019 novel coronavirus (COVID-19). To effectively implement the measure, barangay officials issued ‘home quarantine pass‘ (HQP) for every household.

The HQP allows only one household member buy necessities in market or grocery stores. Minors and elderly people are not qualified for this.

Recently, a tricycle driver in Caloocan was arrested after he insisted to enter a market to purchase food for his family. Based on a report from GMA News, the tricycle driver named Ryan Ramos said the barangay officers who monitor and check the people entering the market pulled his shirt. He also claimed that one of them allegedly choked him.

“Naging mainit na rin ako kasi namumura na ako ng mga kasama niya …May mga dumagdag pa na humawak sa likod ng shirt ko. Pumapalag lang ako, gusto ko lang makawala…”

“Tapos nga ‘yung isang lalaki nakasakal sa leeg. Hindi ako makahinga,” Ramos added.

According to the report, Ryan Ramos said after the commotion, the barangay officers cuffed him and detained him at the barangay hall. The barangay officers did not allow him to enter the market because he’s from another barangay.

“Sabi nila, ‘Sir bawal po kayo rito.’ Parang sumama ‘yung loob ko na hindi talaga ako makapasok. Bumalik ulit ako,” said Ramos.

Ryan explained that the market is the ones nearest to his home. Barangay 176 executive officer Rolly Cebu said the tricycle driver hit a barangay staff.

“Ang kailangan pumasok , ‘yung mga taga-barangay namin. Based sa information ko, ang binigay na quarantine pass is hindi sa barangay namin. So, hindi talaga siya makapasok… nagmura siya, naghamon, at ayon pa sa blotter na pinasa ko, nanuntok pa ng isang staff ng market admin namin sa barangay,” he said.

The driver denied that accusation. Based on the report, Interior and Local Government Undersecretary for Barangay Affairs Martin Diño said the officers should have allowed him to enter the market because he was just there to purchase food for his family.
