One Foreign National Released Under GCTA Leaves Country According To DOJ

GOOD CONDUCT TIME ALLOWANCE – There has been one foreign national that has left the Philippines amidst the GCTA controversy investigations, DOJ said.

Last week, President Rodrigo Duterte gave an ultimatum to the released heinous crimes convicts released under GCTA. Duterte gave the convicts 15 days to surrender themselves to authorities.

PNP chief General Oscar Albayalde last week said that trackers teams will be deployed to locate the convicts who opt not to surrender. He then stated that the convicts would be treated as fugitives if they choose not to follow Duterte’s directive.

Justice Spokesperson and Undersecretary Markk Perete told DZMM in an interview that the released convict left due to a deportation order. The order was issued by the Bureau of Immigration and had been reported to the Senate, Perete added.

Although Perete emphasized that the foreign national was not one of the four Chinese drug lords released for good conduct. He then added that he had to double check the charges against the convict.

According to Perete, around 130 prisoners have surrendered themselves to authorities. Following this, he said that Duterte’s deadline to the released convicts expires sometime next week.

The GCTA law that was expanded in 2013 stated that heinous crimes convicts would not be covered by the law. However, this is not stated in the Implementing Rules and Regulations (IRR).

Perete then stated that convicts who surrender first will also be have priority in having their GCTA re-evaluated. Afterwards, he added that they would be released immediately if no complications are found.

During an interview with ANC, Senator Bato Dela Rosa admitted that the GCTA law is ambiguous. He also stated that their was no harmony between some of the sections of the law.
