Kelly Delgado, a former human rights advocate in Southern Mindanao, was also the former secretary general of Karapatan – a human rights advocates’ group based in Southern Mindanao.

This is based on an article from Inquirer.

Delgado was on his way to Davao Del Norte when he was intercepted by the Task Force Davao as he was passing a checkpoint.

He was caught and apprehended for the possession of an improvised tooter – a drug paraphernalia for smoking crystal meth or shabu.

The arrest took place last Saturday (April 27, 2019) at a checkpoint in Lasang. Residue of shabu or crystal meth were also found on the drug paraphernalia.

Delgado is now facing charges for violating the Comprehensive Dangerous Drugs Act of 2002. He is scheduled for an inquisition for the charges at the City Prosecutors Office on Monday.

Although Delgado posted bail, the police officials said that he is expected to remain behind bars to be probed for pending charges of arson, multiple murder, and grave threats that he is suspected to have committed in Bayugan, Agusan and Esperanza.

Bunawan District Police chief Major Noel Villahermosa revealed in a conversation with Inquirer that Kelly Delgado admitted the possession of the drug paraphernalia.

That is all there is to it, at least for now. We’ll post updates as soon as we got them.
