In the Philippines, the agency that releases license to drivers is the Land Transportation Office or more commonly called as the LTO. It releases student permits and professional and non-professional licenses.

According to LTO, here are the qualifications that are considered for those who wish to apply for a non-professional driver’s license:

  • Must be at least eighteen (18) years old
  • Must be physically and mentally fit to operate a motor vehicle;
  • Must be able to read and write Filipino, English or the applicable local dialect;
  • Must be a holder of a valid SP issued at least thirty (30) days prior to the application; and
  • In addition, for foreigners, the applicant must have been in the Philippines for at least one (1) month with proof that he/she will stay in the country for at least one (1) year from date of application.

How to apply for a non-professional driver’s license to LTO?

Step 1 – Visit the nearest Land Transportation Office (LTO) to you and obtain a copy of the Application for Driver’s License Form or the ADL.

Step 2 – Accomplish the ADL form by providing accurate and factual data needed. Some information will be appearing in your ID in case your application is successful.

Step 4 – Submit the duly-accomplished ADL form and all the requirements to an LTO Office. The receiving personnel will be checking the completeness of the documents and the qualification of the applicant.

Step 5 – Be ready for a photo and signature taking.

Step 7 – Undergo a written examination. The successful examinees will proceed to the practical driving test.

Step 8 – Wait for the approval of the Approving Officer of the LTO.
