CRIMINAL LIABILITY – Senator Vicente “Tito” Sotto is proposing the lowering of the age of criminal liability from 15 years old to 12 years old and one day.

Undeniably, many reports lately have caused alarm to the people most especially to the parents. More and more young individuals are getting involved in certain unlikely incidents.

However, not everyone is accounted to criminal liability or criminal responsibilities. The Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006 exempts those who are 15 years old and below from it.

The Juvenile Justice and Welfare Act of 2006 is authored by Sen. Francis “Kiko” Pangilinan. It was then-President Gloria Macapagal-Arroyo who approved the RA 9344 into law in 2006.

Previously, President Rodrigo Roa Duterte has lashed out against the law. According to the Chief Executive, it has led to producing “people with criminal minds”.

Recently, Sen. Tito Sotto decided to propose for the lowering of the age of criminal liability. Based on a report on Philstar, the move of the Senate President is in line with the rise of the number of crimes that involve the young people.

Sen. Sotto filed the Senate Bill 2026. It seeks to amend the Juvenile Justice and Welfare Act of 2006 and lower the age of criminal liability from 15 years old to 12 years old and one day.

Based on the report, Sen. Sotto expressed that the bill proposed will “give clarity to the true intention of the law”. According to him, the criminals do not only take advantage of the law but also take away the innocence of the young individuals.

  1. Repeal pangilinan law and amend from 15 to 12. Many youth offender are increasing due to protection accorded from that inept law!

  2. So funny ang batas natin…nais nila ibaba ang edad ng criminal liabilities ngayon……kasi….maraming kabataan natin ang mga naligaw na ng landas…..bakit? Maaaring kulang sa pangaral ng magulang o walang magulang na gumagabay….

    Tapos ngayon……ipapasabatas naman ang pagbabawal sa pamamalo ng magulang!
    Na isa sa pamamaraan ng pagdidiaiplina!!!
    Basta wag lamang lalabis.

    Ano ba namang kabataan na naman ang nais likhain ng mga mambabatas na yan???? Nag-iisip pa kaya sila???

  3. 12 dah! Make it 10 or 7 years old. Why? In this age gap 10 or 7 the is robustness! But their mind are so you know…. now a days mellianials are aggressive! Then make the law havier or our law is so light on penalty! Make or law followed! Theres a saying…. NASA DIYOS ANG AWA NASA TAO ANG GAWA!

  4. Why 12? Make it 10 or 7 year old. There are ages that is robustness!(malaking bulas) and mellinials now a days are aggressive! Ang make our law. The philippine law more heavier. For people to follow! Theres a saying. ” NASA DIYOS ANG AWA NASA TAO ANG GAWA! “

Amend or repeal R.A. # 9344 – juvenile justice act of 2006, so that 12 years old and be prosecuted base on the crime they committed rather putting under dswd who has no capacity to handle young offenders in other country 12 years above who committed felony are sentence by the court, the pangilinan law has been abuse and used by criminals to trained younger age to commet mistakes.
