Still No Executive Order from Malacanang to Stop ‘Endo’
ENDO- The executive order, which is supposed to end the end of contract scheme in the country, has not yet been signed by President Rodrigo Roa Duterte.
The job contractualization system confines workers’ employment to only five months, inhibiting them from getting regular working status and receiving the benefits intended for a regular employee.
The ending of the contractualization scheme is one of the campaign promises of Pres. Duterte when he ran for the presidency in 2016. The Chief Executive is concerned about the welfare of the Filipino workers.
Pres. Duterte wants stable jobs for the Filipino people thus he desires to put an end to the contractualization scheme in the employment field in the country.
Recently, based on an article published in PhilStar, Presidential Spokesman Harry Roque Jr. released a statement to the reporters reassuring the public that the President is profound on issuing the executive order (EO), which is intended to stop ‘endo’ being practiced by some private firms.
According to Roque, the executive order has yet to be finalized as the labor, the management, and the government must come to an agreement with regards to the document.
“The President is rather restive about this EO. He has mentioned to me that this is a campaign promise that he wants to deliver to the people very soon,” he said, adding that the President wanted an EO that will take the side of the labor groups.
The spokesman further expressed his hope that the executive order to end ‘endo’ would be released on the first day of May 2018 in accordance with the celebration of the Labor Day.
Based on the report, the termination of the EO issuance urged labor groups under the Coalition Nagkaisa and Kilusang Mayo to vow not to end up their fight to put a stop to the end of contract scheme in the field of employment.
Alan Tanjusay, the spokesperson of the Associated Labor Union (ALU), insisted that Pres. Duterte’s must make a clear say with regards to the ending of the contractualization scheme.
He urged the President to publicized his stand on the EO and not to listen to the side of those who are supporting businesses and capitalists.
“To avoid these confusion and deception around the EO and the contractuals from waiting for the fulfillment of the ‘endo’ promise, we urged the President to make a categorical statement, either he keeps his promise or not,” Tanjusay said.
Partido ng Manggagawa (PM) chairman Renato Magtubo voiced out their concern on the supposed meeting of the President with the labor groups which reportedly did not happen. They were alarmed by how it could possibly stop the momentum of the anti-contratualization.
