House Bill Exempts New Graduates To Government Fees, For Employment Purposes

The House of Representatives recently approved a bill exempting new graduates from paying government fees and charges.

In a report by Manila Bulletin, the House Bill 6416 that’s been approved on the third reading gives the youth easier access to possible employment by giving a waiver on government charges and fees.

The bill states that “all government agencies and instrumentalities, including government-owned and controlled corporations  and local government units to refrain from collecting fees or charges from new graduates in relation to documentary requirements for employment.”

The following government fees cover the applications for and granting of licenses, clearances, proofs of identification, certificates, and other kinds of documents needed in employment.

According to the bill, the application for these documents must be submitted within a year after graduating from highschool, college, or even in vocational and technical course.

How to claim the Waiver

The report added that the new graduate needs to submit a copy of his diploma or a certificate from the previous school, or vocational and technical institute saying that the graduate successfully finished the course in order to avail the waiver.

Also, the date of the graduation or the completion of the degree achieved must be signed by the authorized personnel of the institution.

Another thing is that once proven that an individual will fabricate or falsify the proof of graduation, he will be charged under the Article 172 of the Revised Penal Code.

But, this approved bill was said not to cover the collections that is connected to the application to take the examination conducted by the Professional Regulation Commission or the application for a Philippine passport.

Lastly, the said bill calls for the creation of an inter-agency committee to monitor the provisions of the said Act to be headed by the Civil Service Commission, the Department of Finance, the Department of Labor and Employment, the Department of Education, and the Commission on Higher Education executive secretaries.
