Gun Ownership Requirements Agreed by PNP Chief Dionardo Carlos to Be Eased
The Philippine National Police (PNP) Chief General Dionardo Carlos favors easing gun ownership requirements to eligible individuals.
To avoid misunderstanding, Carlos told Teleradyo that they will simply apply simplified gun ownership standards for eligible persons. They will set the prerequisites for a license, registration, and one-time carry permission, according to him.
“Meron na po tayong posisyon diyan at ang sinasabi nga ho natin, dahil doon sa bagong batas, may iba-ibang—may lisensya, may registration, may permit to carry. Ipag-pare-pareho na lang ho natin ito para hindi po nalilito ‘yung taumbayan,” he said.
“So we want it to be accessible, easy para sa mga nais magkaroon ng privilege na makahawak ng baril. So, we make it easy for our citizens who are authorized or qualified to avail of this privilege,” the PNP chief continued.

The substitute bill for a proposal to fix the validity of a firearm license was adopted by the House committee on public order and security on Nov. 16. The bill also requires the PNP-Firearms and Explosives Office to produce a card containing the information needed to grant licenses and register firearms, according to panel chairman Representative Narciso Bravo Jr.
It will be noted that Carlos vowed on Wednesday that under his leadership, indiscriminate gunfire would be prohibited. He stated that he will strictly enforce the regulation against it, and that any police officer who does so will face consequences.
