Navotas Cong. Toby Tiangco Renews Call for Accountability over Flood Control Issue
TOBY TIANGCO – The Navotas City Congressman spoke on Leyte Cong. Martin Romualdez and Zaldy Co anew over the flood control corruption.
Several officials of the government were tagged in the supposed multi-billion flood control corruption in the country. Even the President himself was tagged in the budget insertion issue amid the calls for accountability in the government.

It was former Ako Bicol Party-list Representative Zaldy Co who claimed that President Ferdinand Marcos Jr. and former House Speaker Martin Romualdez who allegedly masterminded a P100-billion budget insertion in the 2025 national fund. According to him, the supposed budget insertion was listed for the following projects:
- roads and highways construction
- diversion road
- road slope protection structureÂ
- flood mitigation projectÂ
- construction of road with drainage system
- cross country road
- construction of access road leading to TPLEX
- viaduct
- flyoversÂ
- bridges
- road rehabilitation
- rehabilitation of road and drainage
- rehabilitation of road network
- asphalt overlayÂ
- cross country road package
- construction of coastal road/shore protection
- bypass road
- construction of riverbank structure, including irrigation system
- construction of revetmentÂ
- installation of road safety devices, informative signs and solar lighting
- rehabilitation of DPWH – Quezon City 2nd District Engineering Office Building
- rehabilitation of damaged slope protection and
- improvement of road and drainage system

Aside from the P100-billion budget insertion in the 2025 national fund, Zaldy Co also claimed that the President and the former Speaker also allegedly received a P56-billion kickback all for themselves.
The Malacañang Palace immediately turned down the claim of Zaldy Co who is one of the alleged main role player in the supposed multi-billion flood control corruption. According to Palace press officer undersecretary Claire Castro, Co allegedly wants the probe to stop so he tagged the President in the issue.

Amid the claims of Zaldy Co, Navotas City Cong. Toby Tiangco who has spoken several times against the Marcos Jr. administration believes that the President is not involved in the flood control corruption. Tiangco’s wife is a cousin of both Marcos Jr. and Romualdez.
According to the Navotas City Representative, there was allegedly an instance when the President confronted Romualdez over his and Co’s supposed corrupt practices. Amid the issue, he recently renewed the call for accountability.

Based on a post of News5 on social media, Navotas City Cong. Toby Tiangco claimed that the government should not forget to hold those who are involved in the flood control corruption and budget insertion issues accountable. According to him, former House Speaker Martin Romualdez and Zaldy Co may be happy now.
“Tuwang-tuwa siguro sina Zaldy Co at Rep. Martin Romualdez kasi parang nalilihis na ang isyu at hindi na pinag-uusapan ang korapsyon bunsod ng 2025 national budget,” Tiangco said.
Furthermore, based on the post, Cong. Toby Tiangco also urged the Congress to allow public access on their website for the viewing of the budget allotted by the Department of Public Works and Highways per district as well as the projects endorsed by the congressmen for the 2026 General Appropriations Act (GAA).
“Kapag ginawa ito ng kongreso, mawawala ang agam-agam ng mga tao dahil malinaw na makikita kung saan napunta ang budget at kung sino ang nagpanukala nito,” the Navotas Congressman said.
