LTO Issues Show Cause Order to Vlogger Who Distributes Vehicle Plates Without Agency’s Permission

The Land Transportation Office (LTO) has ordered a vlogger to explain his actions after allegedly earning money from distributing vehicle plates without authorization from the agency. 

According to a post on the official Facebook page of the Land Transportation Office – Philippines, the agency issued a show cause order to a content creator known as “Papa Henry TV.” 

In the video, the vlogger was seen personally claiming Official Receipts, Certificates of Registration, and authorization letters from vehicle owners. He also appeared to collect and distribute plates using what he described as his “connections” within the LTO-NCR and LTO Region IV-A offices.

The LTO stated that while authorized representatives are allowed to claim plates, the vlogger’s actions clearly interfered with the agency’s official processes. It also added that he charged vehicle owners for delivery and additional “coffee money,” which made the activity appear as a profit-making scheme. 

The agency said the vlogger’s actions violated Section 21 of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. This law prohibits anyone from making unauthorized transactions or profiting from government services. 

The vlogger has been summoned to appear before the LTO office on Friday, October 17, 2025, to give his explanation. 

Meanwhile, the agency will issue a public advisory reminding motorists that no vlogger, influencer, or private individual is allowed to claim or distribute vehicle plates on behalf of the LTO. 

The LTO also urged the public to use only the official LTO Plate Tracker for checking the availability of their plates. It ensures that all transactions are safe, legitimate, and free from unauthorized middlemen pretending to help but actually taking advantage of motorists.
