Sen. Bato dela Rosa Speaks on Senate Flood Control Investigation
BATO DELA ROSA – The Senator claimed that he is ready to probe even the personalities under the Duterte administration over the flood control mess in the Philippines now.
Countless Filipinos were left disappointed by the flood control mess in the country now. Several ‘ghost’ and substandard flood control projects funded by the government were discovered. President Bongbong Marcos was left angry and disappointed by many infrastructure projects of the government.

According to Marcos Jr., the expenses of PH has already reached over P500 billion for the flood control projects since July 2022 until May 2025. The President also named 15 contractors that got around P100 billion from the total spending of the government for the flood control deals.

During the latest Senate flood hearing, Sen. Bato dela Rosa was one of those who questioned Sarah Discaya, the president of the Alpha & Omega Gen. Contractor & Development Corp. and the most controversial among the contractors flagged by the President.

Sarah Discaya admitted to owning nine (9) construction firms as well as to instances that her firms have bid on the same projects of the DPWH (Department of Public Works and Highways). During the Senate hearing, Sen. Bato dela Rosa asked her when her companies started acquiring government contracts.

In her response to Sen. Bato dela Rosa, Sarah Discaya claimed that her construction firms started getting government contracts in 2016. The Senator was left seemingly left speechless for a few seconds. The said year is the same year that the term of former Pres. Rodrigo Roa Duterte started.

Following the claim, Sen. Bato dela Rosa claimed that he is ready to probe the personalities under the Duterte administration. He stressed that it is the money of the people that is involved.
“Pera ng taumbayan ‘yan. ‘Di porket panahon ni PRRD, i-exempt natin, ‘di pwede ‘yun… Kahit nung panahon pa ni PNoy,” the Senator said.
Amid the budget deliberation, Pres. Bongbong Marcos ordered a sweeping review on the proposed budget of the DPWH for 2026. Based on a report on Inquirer, DPWH Secretary Vince Dizon is given seven (7) days to ‘clean’ P881.3 billion proposed budget of the agency.
Amid the issue, the Philippine Contractors Accreditation Board (PCAB) revoked the contractor’s licenses of the 9 construction firms of Sarah Discaya and her husband, Curlee Discaya.
